Sega AM2 developed Shenmue and Sega published it on the Dreamcast, first in Japan on December 29, 1999. Its director, Yu Suzuki, had spent the 1980s and 1990s making arcade hits. Shenmue was the most expensive game developed up to then. Its hero is a teenager in a Japanese port town in 1986 who asks strangers about a murder.
A Virtua Fighter RPG grew into a 300-person project
Suzuki's arcade run included Out Run and Virtua Fighter, and he wanted a longer experience than a few minutes of arcade play. In 1996 AM2 began a Saturn role-playing game under the working title Guppy, which became Virtua Fighter RPG: Akira's Story. "We talked about a Virtua Fighter RPG, with Akira as the character we would use," Suzuki said at GDC in 2011, and he added that a new title without Akira would be "more acceptable." The project moved to the Dreamcast in 1997, and the Virtua Fighter link was gone by 1998.
By the end, more than 300 people worked on it. They built over 300 characters and more than 1,200 rooms and locations, modeled on Dobuita, a real shopping street in Yokosuka. Suzuki called management the biggest challenge. Nobody on the team had run a project that size.
Several characters got trapped in a convenience store during testing. Suzuki's fix was a wider door. Coca-Cola and Timex product placement came with strict specifications. In the arcade, Ryo can play Hang-On and Space Harrier, two of Suzuki's own 1985 games.
The cost is the other famous number. Sega's reported figure was $70 million. At GDC 2011 Suzuki said that figure was an embellishment and the real one was "only $47 million". Then he caught himself: "Well, maybe I shouldn't say only." Asked where it went, he joked, "We spent it on development and marketing… actually where did we spend it again?" The lower figure also covered part of Shenmue II's development.
A detective game set on a real 1986 calendar
Shenmue is usually filed under action-adventure and life simulation. You play Ryo Hazuki, a teenage martial artist whose father is killed by a man named Lan Di over a mysterious dragon mirror. Most of the first game is spent asking townspeople where to go next.
Shops keep hours and characters follow daily schedules. The weather comes from 1986 Yokosuka meteorological records. Edge described the result as "a game of middle management," built on mundane routines. Later in the story Ryo takes a job driving a forklift on the docks.
Fights play like a slower cousin of Virtua Fighter. The cutscenes interrupt with button prompts. The manual called them "quick timer events," and Suzuki is credited with coining the phrase that stuck as "quick time event." Prompted sequences existed earlier, in laserdisc games such as *Dragon's Lair* from 1983. Shenmue put them inside a 3D game as part of the story.
1.2 million copies sold and still a loss
The Dreamcast release in North America came on November 7, 2000, and Europe followed on December 1, 2000. The Japanese release had been announced for April 1999 and was delayed several times.
It sold 260,000 copies in Japan in its first week and 1.2 million overall. That made it one of the Dreamcast's highest-selling games. It still did not recoup its development cost. Peter Moore, who ran Sega of America, said it sold well but could not turn a profit on a small installed base of consoles.
Critics were kinder than the sales. The GameRankings average was 89%, with praise for the graphics and the ambition and complaints about the pacing and the voice acting. The game won the Japan Media Arts Festival Excellence Prize in 2000.
How to play Shenmue today
Sega made PS2 and Xbox ports of the first game that never came out. The way in now is Shenmue I & II, a compilation of the first two games that D3T made for PlayStation 4 and Xbox One as well as Windows. It came out on August 21, 2018. The Japanese release followed on November 22. Reviewers found bugs at launch.
The Steam page offers Japanese audio next to English. It needs 64-bit Windows 7 or later and 30 GB of storage. When I checked on October 23, 2026, the European Steam store listed it at €34.99, with 89% positive out of 1,308 English reviews. The PlayStation Store listing is for the PS4 version, and it says the game is playable on PS5.
The original discs still run on a Dreamcast.
Suzuki guessed 200 buyers for Shenmue III, then 69,000 backed it
Shenmue II reached the Dreamcast in 2001 and the Xbox in 2002, and then the series stopped. At that 2011 GDC session Suzuki said he wanted to make a third game but that funding was an issue. "About 200 people will buy it, I think," he said.
The Kickstarter in 2015 answered that. It raised $2 million in eight hours and 43 minutes, the fastest any campaign had, and closed on July 17, 2015 with $6.3 million from over 69,000 backers. That made it the highest-funded video game in Kickstarter history at the time. Shenmue III came out for PS4 and Windows on November 19, 2019, 18 years after Shenmue II. Metacritic has it at 69 on PC and 67 on PS4. An anime adaptation premiered in 2022. Suzuki has said the first three games cover about 40% of the story and has expressed hope for a Shenmue IV.
In April 2025 BAFTA published the results of a survey, and Shenmue came first as the most influential video game of all time, ahead of Doom and Super Mario Bros. Suzuki said he was "deeply honored and grateful."
